PC Behaving weirdly + Games Crashing + BSOD

Hello everyone,

I got my computer in February and now recently it has been behaving strangely when running games (Crashes, Glitches, Flickering Textures). Even before this, I had two problems that could be related to the weird behavior I'm getting and I'm hoping it's not a hardware issue.

First, around two months ago, I got a blue screen of death whilst playing Microsoft Flight Simulator. My GPU was at 100% usage and my CPU was probably sitting around 40% usage. I searched up what the cause could have been and I thought it was either from overheating or a weak PSU. The PSU in my build is 450W but I saw Nvidia recommends a minimum of 500W for my GPU. Is 450W Ok? PCSpecialists recommended it when I was picking the parts and said there would be a 20% allowance.

Another problem I've been getting not too long after I got the PC and before the BSOD was my computer would randomly restart instead of shutting down when I press the shutdown option. This seems to happen randomly and again I'm not sure if it's a problem I can fix through software or if it's a hardware issue.

More recently, around a few weeks ago, I had a problem where all programs currently running would randomly refresh, any game I was playing would tab out, any windowed game would run very poorly at 5fps, and sometimes my screen would turn on and off a few times. I fixed this issue by reinstalling my Nvidia drivers but then only a few days later I started getting flickering textures in multiple games, and weird audio buzzes randomly which I could hear through my headphones and earphones. When I played Minecraft bedrock it would crash if I alt-tab back into the game enough times and upon restarting the screen would turn black when ray-tracing was enabled. And today when I was playing Euro truck simulator 2 (not a very demanding game) my screen randomly turned black for a second and the game went into windowed mode, capped at 30fps. During all of this, I have had the latest Nvidia driver and 0 overclock on my GPU. So I'm not sure why after reinstalling my drivers and also a driver update in between I'm getting these weird bugs that seem like a driver issue.

Today I also found out I can look at a memory dump file that windows create if you get a BSOD, so I looked at the one on my computer and it said - "VIDEO_MEMORY_MANAGEMENT_INTERNAL (10e)"
It was caused by - "dxgmms2.sys"
I don't know what this means but when searching for the error most people are saying it's due to the graphics drivers.

My question is do you think there is a problem with one of the components in my PC or is this just a software issue? Should I reinstall my drivers again or do a fresh install of windows? I don't mind doing that it's just time-consuming and If I can pinpoint the issue now it would be great.

Another random thing I'm confused about is the coil whine from my Graphics card. My Computer sits close to me and the coil whine can get quite loud. Sometimes I can be in a menu screen, have my FPS capped at 60 and low GPU usage but the coil whine is really loud, and yet when I load into the game with 130+ fps and 90%+ GPU usage the coil whine is noticeably quieter than in the menu. This doesn't happen for every game, it just seems really random and not right. Also, the sound hasn't faded away at all, this could be completely normal but I know that the sound is supposed to fade away by a lot a few weeks after you get a PC.

Thanks for reading and any suggestions or help is greatly appreciated. My specs are below.

Hi all,

My CPU reached 100 degrees C while gaming yesterday. You can see the temperatures spiking way too high and I just think this can't be right. The CPU usage will go up to 100% for a few seconds when loading in new areas and I can definitely hear the fans ramp up to max. During most gameplay, it will sit around 50% usage and be at 60-70 degrees and when idle it will go down to 40-45 degrees which I think is normal.

Today I dusted my PC as best as I could with a compressed air can and moved it around to try and get more airflow but that didn't make much difference, the CPU peaked at 97 degrees this time. I haven't modified any fan curves or changed any settings since I got the PC in February and I'm using MSI Afterburner to read the temperature.

This is worrying for me and I'm not sure if some component in the PC isn't working correctly or is damaged, any help or suggestions would be greatly appreciated.
I also made another longer post here around 4 days ago because I have had other problems with this PC, I don't think it's related to this but check it out if you want.
Thanks and my specs are below.

The noise might be from the PSU if it's working at 90-100% of it's capacity!

The CV range are the budget end of the Corsair range and 450W is not a lot to play with, that's why forum experts will recommend 650-750W TX/RM PSUs at a minimum. It also means there's cheaper components in there which may create some noise.

As you said, for that GPU, Nvidia recommends a minimum of 500W (that's for the Founder's Edition, other board manufacturers may have different/higher requirements), but I don't see any PSU warning/recommendation when I try to configure a similar system with a RTX2060...strangely, it even lets me select a 350W PSU.

Whilst 100ºC is high, I don't think it's OTT for an i5-9400F - but it will start to throttle at that temp.

It might simply be the combination of a demanding simulator, hot CPU, basic air cooler, and PSU working at max creating a lot of heat...but you'd expect that case and its pre-installed fans should be able to move enough air to control the temps better.
