PC for strategy gaming

Hi all, I'm looking to get a new pc to replace an old one, with the most intensive game I plan to play being total war warhammer 3 when the eventual new mode comes out in a couple of months. It's not the most high spec game but would ideally like to play on the highest settings possible. My budget is realistically up to 2k, but would prefer to spend less so any advice on unnecessary excess spending here would be great. Some friends of mine gave me some advice on it; I had originally a z690 motherboard but they're out of stock atm, and i did have intel i512600k, but I don't have much experience with overclocking and that saved a little bit
I'm not 100% certain on this monitor, but I do need a more modern addition to the 7 year old one I'm currently using. Would prefer not to spend more than 300 on the monitor. Also don't have much knowledge about the cooling options. The case choice may also be purely aesthetic.

I think a 3060 would struggle to get the best out of an Optix G27CQ4 - for 1440p / high refresh I'd go 3060 Ti at a minimum and ideally a 3070 if possible
