PC Not Working

I emailed PCSpecialists Technical Support because of a constant message I was getting, he told me to type into CMD,
C:\windows\system32>sysprep\sysprep.exe/generalize /oobe /shutdown.
Once I did that it started saying,
'Windows could not finish configuring the system. To attempt to resume configuration, restart the computer.'
However, when I start the computer, that message just pops up again.
I emailed the technical support again and he told me to type the message into CMD again.
I did this but now it says
"Fatal error while trying to sysprep the machine."
Anyone know how to fix this and can tell me what is up with my PC?

When this has cropped up in the past, the easiest way to get around it is to do a full reinstall in my experience. For some reason, the install before became corrupted before you did a full setup on first boot. Don't know why it happens. I'd get confirmation from PCS of that first.
