Well I recommend 3600 Speed RAM. Ryzen enjoys high frequency memory. Additionally, a 5700XT isn't particularly a great 4k gaming GPU. I recommend a higher-end RTX card (2070S or 2080S), or you could await the release of the RTX 30 series cards and get one of those. Other than that, good build that should allow for pretty much anything with those changes!

For 4k 60hz you’d need a minimum of 2080 Super, but ideally a 2080ti.

You don’t need the 3900xt, a 3800x would be more than enough. And you can reduce the cooler to the H100i platinum also.

The cooler comes with high quality paste already.

I’d up the warranty.

Personally I’d want a better case as well.

If you lower the multi-threaded aspects you can get the 2080 Super and save a ton at the same time....

Not convinced the office is worthwhile either.

nVidia cards work fine for freesync. It's only AMD cards that can't do GSync, but nvidia cards can do both.
5700XT isn't powerful enough for your uses, and AMD cards have driver problems and are worth avoiding atm.

It's not really futureproofing, just wouldn't really be used to it's full potential, wouldn't improve at all over the 3600xt
It's the GPU that governs the framerate at anything over 1080p, moreso for 4k. You'll find there's almost no difference between a 3300x and a 10900k costing 5 times as much when it comes to 4k gaming.

You still need good airflow, a liquid cooled kit also has fans on the radiator, it's really important to have a decent case.

The LIan Li is a brilliant case for airflow.

Your EU rights don't include one year collect and return, which the silver warranty does.

Saves you £30 in courier fees if it needs a RMA, even if you replaced the part under warranty you would have to pay carriage to return the faulty part.

If you notice a fault within 6 months from the date of delivery, the Consumer Rights Act gives you the right to a repair/replacement and the associated costs (collect and return) must be paid by the retailer. After 6 months, you can still claim back the cost of collect and return if you can prove the fault existed from the date of delivery.

This means the silver warranty is only helpful between 6 and 12 months after purchase and if there are any faults they will likely manifest themselves within 6 months anyway. For these reasons, I would (in my opinion) recommend saving your five quid.

Consumer rights act entitles you to return faulty goods within 30 days (or return goods within 14 days)
Under 6 months you have to give the retail a chance to fix or replace, and can only get a refund if unable.
After 6 months, you have to be able to prove the fault existed since purchase.

If, after 30 days but before 6 months, you can claim transportation costs unless the retailer can prove it did not ship with the fault.
If, after 6 months, you cannot prove that the fault existed since purchase, you wont be able to claim any transportation costs after 30 days

Although, of course, the warranty doesn't avoid "all that". All it does is cover the collection fees if you notice a fault 6-12 months after purchase, as you said yourself, you are already covered by the CRA for the first 6 months so you're not getting any value from the warranty in that time.

I can fully appreciate someone wanting to pay a tiny fee for that extra peace of mind, especially if you're paying over £1,000 for a product, but I personally would prefer to spend the money on a big mac and a vanilla milkshake. This is because any problems, especially with computer hardware, are likely to become obvious within 6 months and you don't need the silver warranty in this time (even if the standard warranty only states 1 month collect and return, the CRA would override this).

Again, this is just my opinion. I can see why someone with the same information would be happy to pay for the warranty.
