Power supply failure? PC struggle to launch

Initially only the screen didn't start up. Seemed as if didn't receive any signal from the PC, hence nothing on display.
This started two days ago and the screen did eventually launch after tried on/off for a few times.
Yesterday PC struggled to start up at all so tried again on/off a few times. Next only the screen didn't turn on and finally managed to turn on OK again.
Today ONLY ONCE it turned on without the screen but also noticed that not all radiators turned on along with it.
Now seems completely dead.

Inside everything seems OK. Reconnected everything to motherboard but no luck but nothing was loose.
This is a few years old PC which never had any technical issues. It's just too weak to launch any modern games, but besides was fine.
The only thing that happened recently, is that I was on holidays, so I switched off the wall power socket. (BIOS battery issue?)
It has Corsair VS450 power supply and probably it was always not far from the power limit, but again no issues ever.

Does this sound like power supply dying?
I'm aiming for a new PC for sometime already but need a bit more time to get one.
Hence wish not to invest too much into the old one either.

Alternatively I wonder if that could be any of the following failing the motherboard, graphics card, or even the power button and cables?

Sorry that doesn't look like a PCS build to me, in which case I'm afraid we can't offer advice as this forum is dedicated to PCS builds, and not competitor or self builds, you might get better luck on an open forum such as Toms hardware
