Seemingly dead GPU. Advice?

Hey,

Yesterday, during a session of gaming, my computer suddenly (and I mean suddenly; without warning, error or noticeable GFX artefact) shut off and rebooted. When it booted back up, there was no display being sent to my monitor. Upon opening the case, I noticed the GPU fan wasn't spinning, but I (a novice) can't see any other reason why it might be dead, although there was some brown residue on the nearest part of the back of the case.

I've tried a different cable, a different port and bypassing the graphics card allows me to write this post, currently.

So, odds would you guys put on this being a GPU issue or a PSU issue? PCS support supported my thoughts that it was a dead GPU, but a friend has suggested it might be a PSU issue.

I don't have a spare GPU or PSU to test, unfortunately, and if this is a PSU issue, I've got a new card in the mail that will presumably also be non-functional when it arrives.
