Something is wrong with my soundcard or audio jack

I got my new pc on friday and it is amazing except for weird noises produced when I play certain games or scroll around on the internet. I know it isn't my headphones which make the weird noise because I have tested my pc with more than 1 pair of headphones/earphones so it must be my soundcard or audio jack though I don't really know. The noises are basically screechy background noises like white noise when I use the scroll wheel on my mouse and when I play games on steam or minecraft there is a relentless background noise which won't go away no matter what I do. If i turn up the game volume the noise is less noticeable but I am not satisfied with sweeping the problem under the rug, so is there something I can download to fix this or would it need the actual hardware looked at? I have downloaded my soundcard drivers (sound blaster audigy SE) so it isn't that. What should I do?

The noise could be caused by electrostatic interference,
this can sometimes be solved by rerouting the audio cable inside the case,
especially clear of GPU & hard drives if possible.
some people also try shielding the cables.
