I'm trying to configure a desktop to facilitate web design and dev work, enthusiast level photo and video editing in the Adobe Creative Suite and gaming (mainly Total War games, Football Manager etc.). Solid build on everything except the RAM, Ryzen CPU's like the fastest RAM possible so I would never recommend anything less than 3200Mhz to get the full use of the CPU. I've also removed Bullguard because it's garbage Windows Defender is free with Windows and fine. Also Silver Warranty is worth £5

Godlike
Stevey has made some really good adjustments, beat me to it.
Assuming you are running this with a 1080p display this should do a great job.
How much are you looking to spend on a case? At around £140 the Fractal Design Define 7 is a very good quality case with a minimalist design that focuses on quietness. I would probably look at upgrading the cooler to the Corsair H115i PRO XT, as while the Coolermaster is a solid cooler that will be ample for your build, the Magnetic Levitation fans on the Corsair model will help keep the noise levels down.

Edit: Forgot link to case https://www.fractal-design.com/products/cases/define/define-7/black/

Yeah I missed the quiet requirement (I tend to skim) and I have a LiquidLite 240 it's far from quiet mate so fair warning

MrWilson has you covered on that though great case selection too, always think the Fractal 7 looks super sleek

Thanks so much for your recommendations, gents. That Fractal 7 is a really sleek case, lovely I have to say.

I currently have an older desktop build in a Corsair 100R Silent case which can facilitate a Blu-Ray player whereas the Fractal 7 cannot. Would you recommend using an external Blu-Ray player rather than going for a case which can house one?

I’m pretty sure the Fractal Define 7 does have a drive bay for CD/DVD...

One thing worth keeping in mind is the interplay between thermals and noise. A lot of "quiet" cases can tend to choke the thermal performance of a system - so the fans have to work harder to compensate, running louder and driving the noise level back up - to the point where an "airflow" case which is easier going on the fans can be quieter than a "quiet" case trying to maintain sensible operating temps under workload. GamersNexus do a few good videos on noise-normalised thermal performance on YouTube which might be interesting.

That said, the Define 7 is apparently a great case (I've never seen one in the flesh, I'm on a Fractal Meshify, so different beast) so you should be fine (y)
