My main questions are
  • Should I go for a more expensive motherboard?- will the B550 limit the capabilities of the PC
  • Is the cooling okay? - Case, extra fans etc
  • Power Supply? - Is paying extra for the RMx worth it?
This is for high-end 1080p gaming and high-end graphic design (photoshop, blender, 3DS Max)

Budget
This is already pushing the budget, but willing to go up £1700 if any adjustments to the spec are important

Tried to pare some aspects down to keep it at £1700, this is about as close as I can get it.
The 5800x ideally needs the improved cooling and voltages from the TUF x-570 motherboard, I wouldn't recommend a b-550 board past the 6 core CPUs. Similarly cooling-wise the coolermaster 240 lite is the minimum I would go for with this CPU.
Taken out the second m.2 drive. It is a very handy component, to have a fast storage drive for your games and any current projects, and I would definitely recommend investing in one down the line, but unfortunately the budget isn't there for it right now with prices much higher than normal.
Taken the RGB off the RAM, as beautiful as it is, it costs an extra £40 that we don't have spare.
Upped the wireless card to the AX200 which gives access to the less congested 5GHz channel as well as Bluetooth support. If you're going to be using a wired connection you can remove it to save £19.

I was going to suggest my own but I don't think I'll do much better than this!

If airflow is something you're worried about you could change to the Corsair 4000D and add a fan or two but realisitically the NZXT will do a perfect job and the 4000D + fans will only take you further over the £1,700 budget!

Thanks for the help everyone. I plan on buying this PC in 3 or 4 months time. Is there anything that is being released in that time frame that could make this set-up less than optimal? I know the 12Gb 3060 has only just come out and is now pre-order.

I'd highly recommend coming back for a re-spec when you're ready to purchase. Prices will change a lot in that time and you may find you'll get a lot more for your money so you may find you had a part of your budget you don't have today!
