Here is my take.

Case
FRACTAL DEFINE R4 BLACK PEARL QUIET MID-TOWER CASE good choice, nice and discreet looking and will be quieter than a standard chassis.
Processor (CPU)
Intel® Core™i7 Quad Core Processor i7-4770 (3.4GHz) 8MB Cache Much the same performance as the i7 4820k but on a cheaper overall platform
Motherboard
ASUS® Z87-A: ATX, USB3.0, SATA6GB/S, SLi, XFIRE + **FREE GAME** you don't need better than this board, its plenty good enough.
Free Item
FREE BATTLEFIELD 4 GAME with Z87-A MOTHERBOARD!
Memory (RAM)
16GB KINGSTON DUAL-DDR3 1600MHz (2 x 8GB) Same as you specced, think it will be fine for your needs.
Graphics Card
2GB NVIDIA GEFORCE GTX 650 Ti - DVI, mHDMI, VGA - 3D Vision Ready Just realised you want to run x 4 displays. The 650ti can support that but maybe a 270x would be better depending on how your loading it, and what connectors you need.
Memory - 1st Hard Disk
120GB INTEL® 530 SERIES SSD, SATA 6 Gb/s (upto 550MB/sR | 520MB/sW) Running 2 x SSDs in Raid isn't going to provide a noticeable improvement in performance but it doubles the risk of a drive failure taking you offline. SSD's are immensely fast, especially if your coming from a standard HDD. The raw headline numbers say that this intel SSD is 5 x faster than my (performance) HDD but in real life it is probably even a little faster. Also intel offers bulletproof reliability and as far as im aware will live longer than the Kingston drives as far as how many writes it can sustain before it dies ( all SSD's have a limit to the number of writes they can do)
2nd Hard Disk
240GB INTEL® 530 SERIES SSD, SATA 6 Gb/s (upto 540MB/sR | 490MB/sW)
1st DVD/BLU-RAY Drive
24x DUAL LAYER DVD WRITER ±R/±RW/RAM Add the Blu Ray drive here if needed, forgot to add that
Power Supply
CORSAIR 650W RM SERIES™ MODULAR 80 PLUS® GOLD, ULTRA QUIET (£79) Quiet PSU
Processor Cooling
Super Quiet 22dBA Triple Copper Heatpipe Intel CPU Cooler (£19) Quiet cooler, no need for water-cooling as it might be noisier and you certainly don't need the cooling performance.
Sound Card
ONBOARD 6 CHANNEL (5.1) HIGH DEF AUDIO (AS STANDARD)
Wireless/Wired Networking
10/100/1000 GIGABIT LAN PORT - AS STANDARD ON ALL PCs
USB Options
MIN. 2 x USB 3.0 & 4 x USB 2.0 PORTS @ BACK PANEL + MIN. 2 FRONT PORTS
Power Cable
1 x 2 Metre UK Power Cable (Kettle Lead)
Operating System
Genuine Windows 7 Home Premium 64 Bit w/SP1 - inc DVD & Licence (£79)
Office Software
FREE 30 Day Trial of Microsoft® Office® 365
Anti-Virus
BULLGUARD INTERNET SECURITY - FREE 90 DAY TRIAL

If you're going with the R9 270x and planning to multi-screen, I'd advise against it. My own R9 270x refuses to run more than 2 monitors at once and has weird distortions on additional monitors whilst scrolling through files/websites. This has been the case for two seperate R9 270x cards I've had but not for a cheaper test card I bought (since I tried to get a replacement but these issues persisted).

What type of displays are you running? Are you using any adapters etc? Just curious as normally AMD was THE go to card for multi monitor setups. I presume you have the latest drivers etc?

Anyway if that puts the Op off getting a 270x then consider something like a GTX 760 if you want a little more grunt than a 650ti can muster. Though if its just displaying images etc then a 650ti should be fine

I borrowed a couple of monitors and some cables. Ended up with three monitors connected with 2x DVI cables and 1 x HDMI cable. No adapters. Resulted in only two monitors being able to display at once, despite the system detecting all three. And when only two were displayed, scrolling resulted in either display distortions on the second monitor or no distortions but a sort of grinding noise, either issue occurring when scrolling through files or websites. Latest drivers all installed and tested with and without AMD CCC installed.

Funnily enough, I did try a 650ti with three monitors and that worked fine with no issues. Not the sort of card I'd want myself, since I game a lot, but it apparently worked well for simply having a multi-monitor setup. So I would agree that a 650ti would probably be fine, though the GTX 760 may be more appropriate (I don't know since I haven't tested one myself).
