Should I get an SSD in mSATA/M.2 format or just select my first HDD as an SSD. It saves a bit of money but are there drawbacks...?

Is this on a laptop or desktop, if desktop go for an SSD, if laptop I'd suggest an M2 to free up 2.5" bays. There's no drawback, it's just a normal SSD without a case and a different connector.
