Suitable build for an 1080 ti i have in old machine

Looking for a PC to build and buy here for an EVGA 1080 ti i have in my old machine i already have a
ASUS MG28UQ, 28 Inch 4K (3840 x 2160) Gaming Monitor, 1 ms,

I usually play strategy games so it does not have to be super fast, maybe if i could get a few more frame rates out of X Plane 11 would be nice, what i would really like is that it loads at a descent speed, the PC i have just now is quite slow to load Windows, i took a stab at a specification below.

What's your current system that this GPU and monitor are being used with?

The PC i use just now is one from E Bay about 7 years ago with a Intel i7-3820 [email protected] GHZ i want to send it to my Family in the Philipines the monitor i use is the ASUS MG28UQ, 28 Inch 4K the likes of X Plane 11 i would play in 1080 it has 16 Gig of Ram its done well for me, i usually change about every 3 or 4 years, so this is the longest i have had.

I'm not sure you're going to see a massive upgrade. Also 1080p gaming on a 1080 ti...

If you are going to buy a new PC there's no point to the 3600x over the 3600 unless you badly want one of those 2 games, an X570 mobo may not make much sense for a relatively udget build, buy faster ram, buy a decent case like the Corsair 460x that won't stifle airflow, and don't spend loads and loads on SSDs. A 1TB M.2 SSD will suffice. If you were going to tip more cash onto the PC, spend it on other things. Maybe a PC with an i9 9900k instead.

I dont normally play games at 1080 only that flight sim i usually have it on 1440 and some 4k as well.
