Upping clock speed, Ryzen 3700x

In the BIOS there are pre-selected values of clockspeeds and voltages, I'm not planning on touching the voltage, but I can one up the clockspeed from 3600mhz to 3900mhz; is this recommended on a laptop?

Absolutely not, laptops cooling is not designed for overclocking in any way and you'll cause stability and heating issues.

With Ryzen anyway, you don't want to overclock it as it will actually reduce performance as you're doing an all core overclock to the poorest core speeds which will be well under what the auto boost is capable of.
