Way to test charger?

Do you have a multimeter handy?
If you do then you plug the red probe into the end of the plug in the charger (the end that you would plug into the laptop) and touch the black probe onto the outside of the plug.
If the output displayed on the multimeter is zero or less than the proper output of the charger then you know that it is dead. Otherwise the problem may lie in the power jack in the laptop.
Make sure you plug the charger into a wall socket as well while doing this.
Here is a picture just in case you still don't know what I mean
