windows 7 system restore error

Can anyone help...?

Cannot set a restore point, and all my restore points appear to have gone!!
I'm struggling to find a solution to an irritating problem.
I'm running Windows 7 premium and out of the blue cannot set restore points, nor run a backup.
On opening system protection I get error 0x81000203
After a great deal of searching I've checked that:

- Microsoft software shadow copy provider service is set to automatic and running;
- Volume shadow copy is set to automatic and running
- Surface scan shows no problems
- Don't have Tune up installed
- Not in safe mode (although this was a problem - if I start in safe mode, even when restarting in normal mode it thinks its in safe mode and I have to manually edit the registry key from 1 to 0) It seems all necessary services are running..?

When trying to run a backup I get 0x80042301
'backup application failed to start'.

Would really appreciate any thoughts...

Type services.msc as a Run command to open the system services dialog. Scroll down the list and verity that the two following services are not set to Disabled.

Microsoft Software Shadow Copy Provider

Volume Shadow Copy

On my Windows 8.1 system both services are set to Manual and I have system restore turned on (for the C: drive) but you will do no harm if you set them both to Automatic and manually start both services. You should then be able to access system restore.

Have you installed any "PC go-faster tools"? I have heard that the "Tune Up Utilities" tool turns these services off by default (though I've no idea why). This is one reason I recommend you avoid tools like this like the plague.
