Was planning to buy a new laptop from pc specialist a few months ago but delayed it, now I come back and I cant find any that come preinstalled with Windows 7?

Are there any new laptops sold that you can choose Windows 7 as the OS? Or do I have to purchase without an operating system and install myself?

You'd have to install it yourself. Bear in mind that most new systems won't support Windows 7 as there is incompatibility with the chipset.
