Windows accessories not working

Just received a new PC Specialist machine. Boots up fine, but none of the windows accessories (notepad, wordpad, paint. etc) work. Some just do nothing, some have an error message like - "unable to create new document". Even trying to run directly via the executable doesn't help. Any advice would be appreciated :)

From the accessories folder it seems to specifically be Notepad and Steps recorder which don't open at all. And Word pad and Paint come up with a box saying "unable to create new document". Everything else from accessories seems to work.

I've done all the windows updates, although it says there are some optional updates too which I've not done.

I just finished helping out a friend who had this exact same problem. It was excruciating trying to work out what was up.

It turned out that the language packs were somehow not correctly installed, perhaps because the computer wasn't connected to the Internet during first-time setup (it had been intentionally disconnected in order to avoid Windows prompting to create a Microsoft account). Changing the Windows display language to US English, then back to UK English (all while having the computer connected to the Internet so it could download the language packs) fixed the issue.

Don't ask me how we worked this out. It's a long story. But I promise it'll work.

You don't need to disconnect for that. On that Microsoft account page during setup there's a 'use local account' option in the bottom left corner.
