Cant shut down ??

My new computer can not shut down some time,, for exmple i installd new update and it required restart. when i do restart, it can not shut down. monitor, keyboard and mouse all shuted but the light of my PC still remain and can not restart. ;((

plz help with this

Assuming you can still boot to Windows,try a system restore,
If you cant, try system restore from OS disk.
