Only by a small amount, if the intention is to slow the fans a resistor is needed or for it to be controlled at source (fan controller or qfan profile etc)
No, it's so I can install more fans... I can control fan speed through software quite well, but since I game and watch films with noise cancelling headphones I don't tend to worry about noise.
