I don't think the budget is realistic to include a 4070 unfortunately. You've picked some headline components and short-changed the rest of the build to make space in the budget.

A DDR4 build would certainly not be recommended nowadays. We are firmly into the DDR5 era, getting anything else is severely compromising any future upgradeability or even longevity.

From your build above:

Poor CPU selection
Poor Motherboard, very low end and DDR4
DDR4 RAM, 16GB is very low and you've opted for the PCS budget range.
Low end PCS slower M2 drive selection, not recommended. Especially not recommended to have all the eggs in one basket.
Very low power Office level PSU, not suitable for the 4070. RM range would be the minimum recommendation and if you wanted to consider future upgrades then 1000w PSU would be the minimum typically recommended.
Poor choice of cooler, especially with any of the Intel range even considered.
Silver warranty would be a no brainer.

It's a very poor build overall. It's not something we would ever recommend or ever configure for anyone. Even on a budget you can do far better if you manage your expectations on what GPU you can actually afford to support.

An entry level build to stand by and recommend would look like the below. It's not inside budget but it's comparable to what you were looking to spend above. The main takeaway is that I couldn't get the 1000w with the parts that I would want, although I would want the 1000w option for preference. The 4070 would be another £170 on top, so you can see the impact it has on value/budget.
