What is the below site?
Passmark isn't a benchmark I'd go to over pretty much anything else, like Cinebench, blender, etc and is rarely featured in reviews of hardware. I'm not really sure what passmark does to generate its scores tbh.
The specific page you linked is single threaded performance. It's obvious Intel CPUs still lead here since higher frequencies and small IPC lead. See Cinebench single threaded vs multithreaded:

You'd previously considered that in this thread I think and decided that it wasn't really worth the extra for the Intel for more single threaded performance.
This is your spec as AMD: https://www.pcspecialist.co.uk/saved-configurations/amd-am4-pc/PahKY322Bn/ (£1335)
This is the Intel equivalent: https://www.pcspecialist.co.uk/saved-configurations/intel-z370-pc/wJkQXbm8ur/ (£1464)
So up to you.
You could always wait and see if AMD close the gap with Zen 2 in 2019
With a mid/high end GPU you'll see virtually no difference between an R7 2700x and an i7 9700k (or i9 9900k for that matter). Football manager might care, but how much I can't say and it's up to you if it's worth £130 for a "?" amount of extra performance in 1 game. But I think this is all old territory.
Looks fine.
I don't think you need/really benefit from the extra case fans.
What monitor is this going with, remind me?
I wouldn't buy one of those cases because I know nothing about it. If I wanted tempered glass and RGB fans I'd buy a Corsair 460X or 570X because at least I know they have good airflow and good quality fans. They're a known quantity.
If you mean a dirt cheap ~£120 monitor, look at the AOC G2460VQ6 24". The freesync range on it is crazy.
