So something along the lines of a RMx, fully modular, would be the way to go for something like that then.

Only thing is the RMx ones all start at a higher wattage anyway so you are less likely to need to lol

I believe you should be right. However, the TXm is only semi-modular, so there are some fixed cables on the PSU.
As far as I'm aware it's only CPU cable and 24 pin that are connected, which shouldn't make it too difficult of a job if they're the only ones you need to replace.

It it over budget though, i could chop it down so it was under, but you would automatically end up with a throw away build
So you can add in a Gen M.2 SSD (takes two, one gen 4, one gen 3) and other storage like HDD or normal SSD over time if you want/need it.
I think using a TXm PSU means theres an easier way to upgrade PSU if you have to.
The Tuf 550 motherboard means theres some upgrade path there for the CPU too.... so if you are careful, more than 5 years use... could stretch it out like a proper custom build usually would.
In theory.

Someone needs to check the idea over here cos i'm thinking out loud.
Ok I’ll look into that I can spend little more if needed

Am I right about the PSU though, going for the modular ones should make a PSU upgrade more straight forward?
Assuming its the same series/make of PSU?
In practice it makes no great difference as the only cables you cant remove are essential to any build.

This would be an absolute barebones i would do...then buy a cheap 1080p monitor for under £100...but the routes are there to upgrade this and grow it.... just about...

Power Supply
CORSAIR 550W TXm SERIES™ SEMI-MODULAR 80 PLUS® GOLD, ULTRA QUIET TXm so if you need to upgrade PSU you can due to modular nature, the CV ones would mean completely rewiring, with these...in theory, you can unplug the PSU and put one of the same model, but higher wattage in should you upgrade GPU and monitors for 1440p, budget restricts RMx or just a 750W PSU to start off with

There were 1650's showing in stock on config builds earlier btw... brings it down to £915 ish
It is the budget GPU though, so 1080p 60MHz is its only real capability... a 1660 Super will run much more and is a solid card for 1080p 144MHz
