I'm going to preorder when I have some spare cash. Hopefully they've learned their lesson from Oblivion and seriously changed some stuff. I know they've toned down the level scaling which is good, and removed a few redundant skills. Like Oblivion before it though, and Morrowind before that, it will probably only truly be worth playing once it has been modded to buggery.
That didn't apply to Morrowind really because it was built for PC only and was already pretty much perfect but Oblivion and Skyrim are both aimed heavily at the console crowd, so a lot of things will be made with children in mind.
