Warranty covers dead pixels?

I notice that on most laptops I've seen here (though if it matters, the one in question is the 15.6" Vortex IV) dead pixel cover is separate option to the warranty. My question is does the warranty cover dead pixels in any way or will that only be covered by a dead pixel guarantee?

The warranty will cover any dead pixels which are outwith the ISO standard (see warranty section 6 here: http://www.pcspecialist.co.uk/terms/returns-policy/)

Unless otherwise stated, all LCD/LED panels should be considered as class 2, which comply with ISO ISO-9241-302, 303, 305, 307:2008 pixel defects. Dead pixels on LCD/LED panels are covered under the manufacturers' warranty terms and conditions. We do not guarantee that you will receive a replacement screen should your screen develop one or more dead pixels.

The dead pixel cover will cover ANY dead pixels.
