Windows booting to a black screen with mouse cursor only

Hi, I just received my PC and after using it all day and shut it down - on the start it boots to a black screen with cursor mouse only, so I can't even log in to windows. Tried the ctr+alt+del combination and it didn't do anything, tried also win+ctr+shift +B, also no response. After force shut down it came back again and was working well, then after another shut down went back to black. After few tries I got the blue screen of death and couldn't even restore the system, so I decided to clean windows install.
I did all Windows updates, all GPU drivers install, and the problem is back again. Weird thing is that the problem occur only after shut down, not restarts, after restarts it logs me in without issues, but after a shut down it just goes black. Is it some problem with graphic driver?
I didn't install anything suspicious, so far just standard steam, chrome, Gforce experience and nothing else.

EDIT: I also noticed that on few occasions my Pc is booting very long before moving to a login screen, and in the meantime I loose my HDMI signal for a few long minutes, then I hear the beep sound, the signal is back and I can finally see the login screen.

Check the graphicscard is properly seated (take it out and reinstall it) same with the RAM and the M.2 and check all connections

I disabled Fast Startup option in Windows and it seems to work perfectly now, I will keep monitoring my PC behaviour for few days. Could it be a graphic driver having issues with Windows Fast Sturtup option?

If you have any more problems try removing 2 sticks of RAM as there are problems running 4*3600 Mhz sticks

Do you mean ejecting and inserting back or just not using them at all? I heard that Ryzen CPU prefers 4 stick configuration than 2, I will check it though if it gives me some hard time. Thank you 👍

You can get some performance with 4 ram sticks on amd cpu, but certain motherboards 4 sticks ironically making more troubles than anything good. Hopefully, it will be soon fixed with a new Bios version (note, bios can't be updated without notifying PCS, otherwise there's a risk losing a warranty). Also, as above, worth checking connections if you haven't done that yet when a PC got delivered.

Have you noticed if Win10 been updating? Maybe this have happened during one of the updates?
