First of all I went with a current gen CPU and matched a motherboard to suit
I also went with 3200Mhz RAM as that's really the minimum you should go for with a Ryzen CPU
I went with a basic storage option for now but that can be added to later, one M2 SSD for the OS and a 2TB HDD for other storage
I've also included a 750W RMx PSU, these are fantastic power supplies but most importantly it gives the build a tonne of power so you can add components and make upgrades without have to worry about power consumptions for a while.
This is the minimum I would be comfortable recommending but this is solid base for a machine with the potential to last 5-7 years with a GPU upgrade or two and adding some more storage later down the line
