Depending on how heavy tasks for machine learning will be, you may need to consider to increase the budget to around 2000. But that's currently just my assumption without too much details we now. Once we understand the specifics of your uses and requirements, we'll be able to help.

It's a Toshiba 19DL502B tv, it has a refresh rate of 50Hz and a resolution of 720p. Again this a temporary setup, and I intend to get a better monitor later in the future. In terms of when, it will likely be one of the days I get paid in the future, maybe in 1-3 months.

Sadly I can't increase my budget, that's a limit I need to set myself atm >.< But I understand the issues with values of components currently

The most intensive game i'll be playing atm is probably Genshin Impact? And possibly Tales of Arise when that releases later in the year. In terms of programming, I will be using Microsoft Visual Studio for the most part! Drawing-wise, I will be using Clip Studio Pro!

Interesting with the machine learning? Unfortunately I'm not sure how to elaborate on that. I studied machine learning when I was at University, and I was hoping to get some more practice in at home with some personal projects. It might even be useful in case I have to work at home someday with a job in the field of machine learning.

For the machine learning projects, I will likely be programming moreso in Python. And the machine learning packages I am currently intending to use are TensorFlow, Keras, Matplotlib, NumPy.
I would suggest a minimum of 32Gb RAM then.

I would strongly suggest saving up a bit longer, the budget you currently have is going to give a pretty poor performer for the uses you're needing out of it.

Machine learning would benefit from hardware acceleration as well as RAM allocation, so a relatively decent GPU like a 3070 would be extremely valuable.

Currently you wouldn't even be able to factor in an RTX card, so no tensor cores which would be a huge shame for such requirements as it gives an invaluable boost to overall power.

I've used all of these last year during my short 1 year Data Analytics course with my old laptop which I thought will explode 😅 I had to leave it overnight to finish the computations. I'm no expert, just a simple guy wanted to challenge myself in this area (later switched to accounting). I'm under impression that you need at least 32GB Ram and at least 5600X while more likely 5800X. I wouldn't look to Intel these days.

Just to give a context that my projects were tiny, just simple data preprocessing and some immature price predictions and also data shuffle and blending.

Oh dear no, Intel are about 10 degrees hotter than AMD while using almost double the power to achieve lesser performance, they’re awful chips, it’s all outlined in the link above, I’d strongly recommend spending some time to look through them.

That's wrong ;) Older AMD generations were hot, newer are much better in nearly all cases, comparing to already outdated Intel technology.

The big problem with this build is the 1050 Ti graphics card, which is the best you can afford. (The fact that it's £188 is absurd, but there's nothing that can be done about that in 2021, sadly!) But this has a better case, a better power supply, and a better overall architecture because it's AMD rather than Intel, which right now is 100% the correct choice.

CPU, graphics card, storage, cooling and, if necessary, RAM can all be fairly easily upgraded after purchase. Now, I personally wouldn't choose to buy a system on these grounds (and 720p 75Hz gaming is a definite "ouch"), but ultimately it's your money! It will, in any case, be a much better choice than your original.

Now thats a great base build to invest future upgrades in !!!!! If you have a valid windows license on your old machine you can transfer it to save yourself some money !

This is a nice build too, I like it! :) Just one question though, is the standard AMD cooler sufficient and quiet enough?

It will work fine, but it won’t be quiet. But we’re working to the budget you’ve set, if you’ve got an additional £100 for a decent AIO there would be better areas to spend that on.

I’m afraid at this low budget, most of the build is a compromise

As Spyder says, sufficient and not problematically noisy. But I would upgrade storage and graphics for your system before I upgrade cooling.
